This is caused by Bug 10194190 : DB AND ASM INSTANCE CRASH - ASM PROCESSES SPINNING
 The BUG 110194190 as affected a range of Version in 11.1.0.7 to 12.2 
It is as also affected 11.2.0.3 release. So Please apply a interim patch.
